Joanna M. Smith is a transformative leader in public works, stormwater infrastructure, and fleet operations. She is the Associate Director of the Office of Storm Drain Maintenance (OSDM) within the Prince George’s County Department of Public Works and Transportation (DPW&T). With nearly 20 years of experience in environmental engineering, infrastructure management, and operational strategy, she has been at the forefront of modernizing public-sector fleet and stormwater systems to enhance efficiency, sustainability, and climate resilience.
In her role, Joanna oversees the strategic direction and operational execution of stormwater infrastructure improvement and maintenance programs. She leads critical initiatives integrating fleet modernization with infrastructure resilience, optimizing asset management, and ensuring compliance with the EPA’s National Pollutant Discharge Elimination (NPDES) Permit requirements. Her leadership has driven the adoption of data-driven fleet management strategies, expanded innovative technology, and streamlined operations to improve service delivery for the county’s public works programs.
Before joining DPW&T, Joanna held a leadership position at the Prince George County Department of the Environment, where she managed some of Maryland’s most ambitious stream restoration projects, including Tinkers Creek and Bear Branch. These projects restored over 1,000 acres of impervious land, improved regional water quality, and set new standards for environmental sustainability. Her policy development, fiscal management, and workforce leadership expertise have positioned her as a key driver of operational excellence in public-sector infrastructure and fleet operations.
As a champion for diversity in leadership, Joanna is dedicated to reshaping the landscape of fleet management and public works by fostering inclusive workplaces and mentoring the next generation of women in the industry.
